Your best chance of beating Romina, Saint of the Bud, in Elden Ring: Shadow Of The Erdtree is by exploiting her weakness, which is to Bleed, Physical, and Magic damage. If you have any weapons that can take on these effects, it's recommended you do so. Although you may need to upgrade it before it's potent enough, something like the Star-Lined Sword or 
Cranial Vessel Candlestand should do you just fine.
You can also boost your chances of beating Romina, Saint of the Bud, by finding Scadutree Fragments in Elden Ring: Shadow Of The Erdtree. Spending these at Sites of Grace will increase your Scadutree Blessing, which, in turn, bolsters your damage dealing/negation.
